It is a Vivienne Westwood shop (RED LABEL) in Harajuku, Japan. The shop has been renovated as "Vivienne Westwood RED+MAN" in 2025.

So, it turns out this designer was the manager of the Sex Pistols, the band that, according to Wikipedia, initiated the punk movement in the United Kingdom. Vivienne Westwood in turn, was "largely responsible for bringing modern punk and new wave fashions into the mainstream." Note that this was in Manchester, birthplace of much of British underground music.
